Judith A. Semo, 82 of Virginia Beach, VA passed away Monday, September 22, 2025. She was predeceased by her parents, John and Emilie (West) Hayes. Born in Rome, NY, she is survived by her loving husband, Bill Oates; sons, John Semo and Sean Oates; daughters, Jennifer Semo and Karen Abbott; granddaughters, Emilie Semo and Alia Oates; grandsons, Anthony Hill and Nathan Oates; sister, Janet House; nieces, Rachelle Discoe and Narina Bomango; nephew, Dylan House; and many close cousins.
Judy graduated from Oswego State University with a BA degree in Education and later earned an IT degree from Syracuse University. Prior to retirement she was an IT Manager who contracted with the Navy in Virgia beach.
Judy was always an active member of the community. In 1987 she received the Distinguished Achievement award from the Syracuse Onondaga chapter of the NAACP, as well as being recognized with a Certificate of Merit from the state of New York’s governor’s office. In recent years, she served as the web master for the Tidewater chapter of the BMW Car Club, where she was a member for 27 years.
Judy enjoyed many activities at the JCC including Bongo, Mahjong, water aerobics, and chair yoga. She was an avid reader, loved gardening and interior decorating. And was an admired cook by her family.
